Bengal Governor seeks White Paper on State finances;

After meeting with the Union Finance Minister, Raj Bhawan issued statement contending that here has been financial break down in the state of West Bengal and sought a white paper on the fincial situation of the state from the state government. 

The standoff between Raj Bhawan and West Bengal government is not showing sign of dilution and the Governor C.V. Ananda Bose has called upon Chief Minister Mamata Banerjee to table a White Paper on the State’s financial situation while claiming that here happened financial break down in the state.

The Raj Bhavan, after the Governor met union finance minister Nirmala Sitharaman in New Delhi, said in a statement on Saturday evening, “The fiscal situation of West Bengal is confronting multiple fiscal risks and public finance management issues exposing serious lapses from the part of Govt.”

“Considering the grave nature of the economic scenario, the Governor calls upon the CM upon the authority vested in him under Article 167 of the Constitution read with Rule 30 of the Rules of Business for West Bengal framed under Article 166 of the Constitution, to place a comprehensive report on the state’s financial situation before the council of ministers and issue a White Paper for the information of the people of the state,” the statement further added.

Article 167 of the Constitution of India duty-bounds the Chief Minister of a state to furnish certain information to Governor which also includes information relating to the administration of the affairs of the State and proposals for legislation as the Governor may call for. Article 166 of the constitution provides that all executive action of the Government of a State shall be expressed to be taken in the name of the Governor and empowers Governor for making rules for the more convenient transaction of the business of the Government of the State.

There has been a perennial allegation on Governors of states that they are the agent of the central government and deliberately create hurdle in the administration in the states where parties other than that at centre are ruling. 

 

Summary

The Governor sought information under Article 167 of the constitution which duty-bounds the Chief Minister of a state to furnish certain information to Governor which also includes information relating to the administration of the affairs of the State and proposals for legislation as the Governor may call for.
